l NEAL Ascherson's article on Captain X and his army of the people (17 March) struck a chord with me, not only because of my surname. I have never seen Bill Shebbeare's A Soldier Looks Ahead but have been developing a form of non-compulsory Citizens Service for five years. This is hardly republican but has successfully grown into a large programme open to young people from all kinds of backgrounds. It has all the idealism of Bill's own vision but is based in the community rather than in the military.
