From Mr Y. Kovach

Sir: The UN Security Council rattled off yet another of its many resolutions, this time demanding the withdrawal of Bosnian Serb forces from Srebrenica and the restoration of its "safe area" status. And yet there was no resolution forthcoming after Zagreb's recent "police action" in Western Slavonia, a "UN protected" region. Hundreds of civilians were killed. The region is now more or less bereft of its Krajina Serb natives. Why the double standard?

Yours faithfully,
