Sir: In April 1966, accusing Libya of international terrorism, Ronald Reagan ordered a bombing raid on Tripoli. He asserted that America's actions were a matter of legitimate self-defence. In Britain's name, Margaret Thatcher supported him. In due course, Libya retaliated - not against the US, but against Britain - by arming the IRA. We have suffered the consequences ever since.

In June 1993, accusing Iraq of international terrorism, Bill Clinton has ordered a missile raid on Baghdad. He also is asserting that America's actions are a matter of legitimate self defence. In Britain's name, John Major is also supporting him.
