Sir: Henry Thomas (Letter, 14 April) is mistaken in his claim that the ability to grant executive clemency in the State of Georgia rests with the governor and the state courts.

Georgia is unusual in that such a prerogative rests with the state's board of appeals.

Yours sincerely,

TERRY PHILPOT
