ENDLESS ARGUMENT and comparisons with the last world war won't cast light on how to deal with the Kosovo crisis. It may be a lesson of history that we don't learn the lessons of history. But if circumstances are never the same, and no history exactly repeats itself, then a naively empirical understanding of it will only mislead present and future actions or policy.
