Sir: The time has come for a Citizen's Charter for Politicians - both local and national - where manifesto promises are linked to measurable outcomes and time scales, and failure to meet these are subject to financial penalties, to be met by the politicians themselves. Let's use this as an opportunity to disentangle "promises" from wish lists as we face the general election.
