Sir: The infringement to civil liberty of ID cards lies in the acknowledgement of the extension of control of the state into everyday life and the potential of governments to manipulate citizens. Once the principle is conceded, it is difficult to undo the past. The one thing that advocates of ID cards cannot assure us of is the benign nature of future governments.
