Sir: Peru has called on the International Anti-Corruption Conference to adopt Inca rules of conduct (report, 8 September). This is a good idea, particularly the Inca rule that the higher and more privileged the position of the offender, the more severe should be the punishment. Not for them the soft open prison and early parole, but something large, hard, and heavy dropped on them from a height.
