AMID THE frenzy of hatred for Serbia, two points are being overlooked. First, no state can reasonably be expected to yield control of one-tenth of its territory to a foreign army, as the Rambouillet "peace plan" requires. Second, the Albanians knew that when they signed the document themselves they were effectively inviting an assault on Yugoslavia.
