Sir: While Michael Howard appears willing to minimise the potential of the criminal justice system to reform offenders, he clings to the notion that 'while they are off the streets, they cannot commit further crimes'.
How then can we categorise or explain the drug dealing, criminal damage, assaults and other offences against the person that are such a feature of our 'unreforming' prison system?
