Sir: For years I have been hearing that the disadvantage of proportional representation was that it would allow a small group of MPs disproportionate influence.
Now, with 'first past the post' still flourishing, I am told that 20 or 30 Tory MPs may be able to scupper Maastricht, even though a vast majority of MPs of all parties are in favour of it.
As someone said, 'it's a funny old world'.
