Letter: Major on crime: offenders' misery, contrary policies, shabby accusations

Sir: Is John Major deluded? Many of the criminals whom he attacks have known no government but a Conservative one. He and his predecessor have to take the credit for creating the vast underclass from which they come. What are the poor to do when there is no work, and when benefits have been so arranged to keep the door of the poverty trap firmly closed?
