From Mr Leo Haynes

Sir: It appears that William Waldegrave and Sir Nicholas Lyell believe that they did nothing wrong in the Matrix Churchill affair, and need not resign. They do not understand that doing nothing wrong is no excuse for failing to do what is right. If they didn't know what was right, they should not have been appointed.

Yours faithfully,

Leo Haynes
