Sir: The Prime Minister's belief that referendums are a 'device of demagogues and dictators' perhaps explains why he is at pains to give the Danish government time to 'deal' with its people's rejection of the Maastricht treaty.

Clearly, the new Europe under John Major's presidency will eschew demagoguery and dictatorship in favour of democratic centralism. Subsidiarity for the peoples of Europe must require proper subordination to politicians and bureaucrats who alone understand the major issues affecting our lives.
