Sir: I am glad to hear that the OECD are at last setting targets for what they will achieve with their development aid ("France beats US in Third World aid", 8 May), including universal primary education by the year 2015. But what happened to the target set at the 1990 World Summit for Children for universal primary education by the year 2000?
