In relation to drinking water quality, the proposed increases stem from the need to remove nitrate and pesticide residues that have contaminated the water sources. Such cost should not be borne by the water consumers but by those responsible for the problem. A levy should be placed upon the manufacture and use of these substances in order to cover the costs of removing them from our water supplies.
