PERSONAL assistance for disabled people is a human right. It is a means by which those who require practical support can participate equally in society. Simple.
Penny Roberts' package of support is clearly being costed and over-complicated by social workers. Placing the disabled person in control guarantees maximum cost-effectiveness. A package of pounds 500 per week, controlled by the user, can be adapted to include assistance with child care by minimal increases in hours and cost. Certainly costs would be less than institutionalising a child, before taking into account the human costs to individual and society that such a barbaric act would bring.
