THE arbitrary discretionary powers exercised by cabinet ministers and their permanent secretaries should be referred to as the Whitehall Prerogative, not the royal prerogative. The royals have enough problems coping with the consequences of their own actions, let alone being implicated in the actions of the gentle self-effacing souls who control the levers of the state bureaucracy.
