I am surprised Neal Ascherson suggests a defence pact between Russia, Belarus and Ukraine. The ex-Soviet sea fleet is a bone of contention between the former and the latter, and Ukraine has indicated as markedly as possible that it does not wish to fall under Russian suzerainty again.
