Sir: Dave Sullivan, leader of the London Borough of Lewisham, pleads for proportional representation in local elections (letter, 10 May). Proportional representation is, if the elections for the Scottish Parliament are a model, the best way for the least popular party to have a decisive say in the way a local unit is ruled.
