Overhaul of system for terror suspects delayed

Moves to overhaul the system of control orders for terrorist suspects have run into a last-minute delay.

Theresa May, the Home Secretary, had hoped to set out details of the replacement, including the end of house arrest, in a statement to MPs tomorrow.

Although the issue was discussed by the Cabinet yesterday, an announcement could be delayed for up to a fortnight.

Ministers are still waiting for Lord Macdonald of River Glaven, the former director of public prosecutions, who is the external supervisor of the review of terrorism legislation, to produce his recommendations.

The Prime Minister's official spokesman said there was "broad agreement" over the proposals among ministers, but there were still "further processes" to go through. He would say only that an announcement would be made soon – once talks had been held with the police and judiciary.

He said: "This is an issue that involves lots of pieces of government and it is important we consult properly."

The system of curfews will be eased by the Government, along with restrictions on the use of mobile phones and computers and curbs on travel within Britain.
