BUDAPEST - Officials from the Conference on Security and Co-operation in Europe (CSCE), grouping the US and Canada with all European states, started a review conference that will lead to a summit of leaders from the 53 member nations in early December. At issue is whether the CSCE - regarded by critics as little more than a talking shop on human rights - will be the leading forum for peaceful co-operation. Other institutions, including Nato and the European Union, are re-examining their post Cold War roles. Reuter
