PARIS - A left-wing council in the village of Mormoiron, north of Avignon, is refusing to help organise today's European Parliament elections in protest at the war in Bosnia and the appointment of neo-Fascist ministers in Italy. Council members say the campaign has focused on the wrong issues. The local representative of the French central government will watch over a single ballot box for those wishing to vote.
