BERLIN (AFP) - Chancellor Helmut Kohl says he wants to start some government operations in Berlin next year, thus speeding up the planned transfer of Germany's seat of government from Bonn. In 1991, MPs voted to transfer the Bundestag to Berlin by 1995, although the transfer of ministries and the chancellery would be completed 'in 10 to 12 years'.
