Having secured Champions League football, as well as losing Luis Suarez to Barcelona for a rumoured £75m, the Reds are in urgent need of strengthening if they are to replicate the successes of last season.
Rodgers' side finished as runners-up in the Premier League and, according to the Daily Mirror, the former Reading and Swansea City head-coach has isolated Borussia Dortmund star Marco Rues as the ideal choice to compliment a strike force which hit the back of the net on 101 occasions last term.
Bayern Munich, the Bundesliga champions, are also keen on Rues and are confident on securing his services but Liverpool's reemergence as a force in European football makes them an attractive option also.
The move for Lovren, on the other hand, should be a decidedly less complex affair once a fee is agreed with Southampton. Ronald Koeman, the Saints manager, is holding out for over £20m after already losing Rickie Lambert and Adam Lallana to Mersyside.
Rodgers has been an admirer of Bertrand, who spent last season on loan at Aston Villa, since their time together in the Chelsea academy but has since failed to lure the left-back to Anfield.
The Kop squad is currently in Boston, where Loic Remy is also set to complete a medical later this week, and Rodgers used his mid-week press conference to deny paying over the odds for British talent.
"For British players across the board there is always that premium and the value is always pushed up," he said.
"We paid what we thought he was worth and would not go higher.
"Listen, I spoke to enough people about him and have seen enough of him, and know enough people who had seen him and played with him to know he would be a great signing for us. I have no qualms about it. He is a great boy."
