The term sofa government was one of the laziest and least accurate slurs on Tony Blair's prime ministerial style. Now there is a new mythology being created, of the vigour and focus of Gordon Brown's new open-plan war room in No 12 Downing Street. The change, which came in piecemeal after the October reshuffle, is undoubtedly significant.
