Sir: Your diarist praises Bryan Cassidy MEP for responding to Jacques Delors' challenge to define 'subsidiarity' by adapting the Tenth Amendment to the US Constitution. This amendment failed dismally to diminish the power of the federal authorities in the US so this definition may well appeal to Mr Delors. But is it quite what Mr Major has in mind?
