Sir: On grounds of security, the National Gallery refuses to accept even small items of luggage in its cloakroom, subjecting visitors to the discomfort of carrying them.

On grounds of security, the Royal Festival Hall refuses to let such items be carried into concerts and accepts them in its cloakroom.

How so?
