Your correspondent writing on behalf of postal workers for the retention of our quarantine laws misses the point (Letters, 27 October). In Germany, the householder is responsible for their dog's actions. If a postal worker is bitten, he or she sues.

Insurance against liability is standard. The risk of becoming uninsurable through irresponsibility ensures care is taken to reduce the chance of causing harm.
